As far as bedding a synthetic stock, I don't think there is anything better. You rough up the action real well with a Dremel. Drill angular anchor holes, clean the surface with acetone. Mix the compound without the balloons and pour it into the action so that it flows freely into the anchor holes. Now add the balloons to the remaining mixture and apply to the action channel. You now have a solid base for the action.
