Yes, the definitions of hunting with a dog, "in control", "leashed", harassing wildlife, and running at large ARE already defined. ALL people with dogs already have to follow these laws.

As I posted earlier, the fines are Significant for breaking these laws. The dog can be killed, in the act, without a trial. The owner can be fined up to $50,000 and/or 1 year in jail. PLUS, hunters can lose their hunting priveledges for up to 5 years.
