Anyways, there needs to be some preparation for chaos. These days, its just too easy to have Chaos rain down on us, much like the fear that people lived with every day in the 1960's.
It won't take much. Imagine a flu like the 1918 Spanish Flu. If Society loses just 20 % of the work force to a fatal flu strain, and reduced productivity due to illness for the survivors, it would mean total chaos for the economy.
Now take the potential of a terror attack with some degree of skill on a few major power stations rendering the power grid useless.
Then again, it could be something as simple as a collapse of the Internet itself due to hacker attacks.
