Halibut part true. Yelloweye true for outside yelloweye but areas 12-19 or so still can get one I believe. Rockfish has not been announced yet but believe it is 3 per day in outside waters (3 black rockfish give you more meat than one yelloweye and tastes better imo). Skeena I believe is true. Rupert part is hearsay but dfo is considering it. Southern van island for whales is true but not entire shutdown only specific areas so can still fish for Chinook down there just not in some areas.
