I also raised this concern with AEP. I don't understand why the tags are sold in January but the raffle is drawn in August.

To me, this gives the auction buyer an unfair 7 month advantage over the resident raffle winner.

2-3 weeks doesn't give a lot of scouting opportunity if you draw the mule deer tag and are looking for a giant velvet deer.

Also, family time, vacation time all come into play and planning needs to occur for any of these tags.

Further to that, if you win and have the means to hire an outfitter (and want to) the auction buyer had a 7 month head start on talking to and securing the resources required.

Seems fair........
