Maybe the speeds are KPM not MPH.

It's all about power to weight ratios. My speeds were in KPH. I have a very light aluminum boat to start with. My passenger and cargo hardly weigh anything.
You can also modify and throw in other things like prop pitch etc.
You may want to look into how power to weight will impact velocity.
