Sako and Tikka are know for this problem, just remove the extractor inspect it for wear, clean out the "sticky" grease, lightly oil, wipe off the oil and re install

especially! with the HHR reticle. (no duplex pls.)
- older 6x fixed scopes with fine X or target dot.
