I’d rather avoid that, so if there’s a way to just get a number issued.

I had my old card and certificate, sent them pictures as proof and a couple weeks later I had a new card and certificate with a number. If you know your instructor name they can sometimes resolve the issue, I knew my instructor he was my high school teacher.
