From the regs: "Fishing is prohibited by any method within 23 metres downstream of the lower entrance of any fishway, canal, obstacle or leap. Weirs and dams are considered obstacles." That's the only thing I have noticed in the general regs about dams, and that seems to apply to the downstream side only. Perhaps I'm interpreting it incorrectly or have missed something.
