That's true, but misleading. These stores sell weed, not seeds.... which is just a different domain.
Similar to why liquor stores don't sell brewing equipment: It's not what they do.
Paraphenalia stores sell seeds. Google "Crop King Seeds".

Why would you make such a guess?
As far as I know, it was legal to grow starting Oct 17. Not sure that it matters where the seeds come from.
