Although the signals are confusing and contradictory, the politicians and officials are quite right; 2014 is a long way from the crisis of 2009.
Horne’s handling of the vaccination problem also seemed peculiar. If there is no major public danger, and this is just a normal flu season, why raise the alarm and send thousands rushing to the clinics?

Horne said flatly on Wednesday that his goal was to get more people vaccinated. A higher level of protection means fewer sick people and less pressure on hospitals and clinics.

His tactic worked. Last year, the province bought vaccine that was never used. This year there won’t be enough.
