I think the tire shops rationalize this by the thought that it would keep the car in a straight line while braking, they go on the concept that if the front had the good winter tires and the back had bald summer tires that the car could easily be spun with the rear of the car passing the front when braking hard on ice. Personally I ran this exact set-up a lot as a youth and it worked just fine for me, but then I get physics and can countersteer as necessary or when I wanted I'd take advantage of it and use it with my e-brake for faster parallel parking!
