I competed in biathlon internationally for 8 years, including the 2006 Winter Olympics. I can assure you that the .22 cal rimfire Anschutz 1827 Fortner is not designed to be dry fired with the bolt in full battery. It can, however, be dry fired from the "half cocked" position. Mine has done this more than 40,000 cycles without ever breaking a firing pin.
My take on this is that centrefire rifles can be dry fired, but rimfires should not (unless in half cocked position).
