You are right it seems strange to have the rubber tube inline with your eye (I wear glasses though).
A helpful fellow PMed to say if I put in a D-loop on my string, I can probably get rid of the rubber as the D-loop will align the peep for me.
I have heard of serious accidents resulting from a faulty rubber.
