I'm going to take Adam's word and express sympathy for the lousy way which he and his friend were treated. However, I am reluctant to start wagging fingers at the CO for trying to do their job. Like others have mentioned, it could be profiling on their part to do a better job, glad Adam and his friend didn't lose their cool and get a fined for disrespecting the law.

First impression usually is very important, so the CO must have decided there is something fishy (pun not intended) about the pair, and so decided to follow on the gut instinct. Maybe we should cut them some slack, but without having to sacrifice personal rights and freedom. Good on Adam to express his discontent, as conversation is critical in defending one's legal boundary. Do follow up with a complain/vent to the superior, so they have a means to improve on their service.

On the lighter side, congrats to OP for having success at fishing.
