Doesn't sound like the usual mass shooting. He appears to have been after one guy, and shot him. Then the police found him and a gun fight ensued. I guess the questions is, should police have confronted him with so many people around, or just followed him, etc. Hard to say. I wouldn't second-guess the cops just yet. With extra ammo he obviously thought he might need it. There ar a TON of cops on the street in Downtown Manhattan. You will see more in an hour than you will see in Calgary in 6 months.
