I can't comment on what is going on in the States, but the short and quick story that was given to me by a biologist that did a study on introducing sheep into our river valleys:

In Alberta, in the mountains, we have a continuous herd from the U.S. border to the northern extent of the Rockies within Alberta. If bighorns were introduced into the Milk River Valley, as was proposed at one time, one of those introduced sheep could potentially make its way cross country back to the mountains (quite conceivable that this could happen). In doing so, it would pass multiple domestic sheep operations, and have a high probability of contracting disease. If that diseased sheep made it back to the mountains, and got back in with a resident herd, it could potentially wipe out the entire Alberta bighorn population.
