Heh! It does, but context is everything. It's mosaic civil law written during the birth of the Israelite nation.
It wasn't about personal revenge; there was a judicial system in place at the time - this was to guide their rulings when settling matters where conflict resulted in personal injury.
With a rule like that in place, someone thought twice before injuring someone else.
