Strictly speaking from a global view point yes other countries need incentive(read money) more then we do when it comes to environmentalism.
We are already one of the cleanest countries in the world by far. We have given up much of our manufacturing etc in order to get that way. Did transferring all this work to China, India, Mexico etc to improve our environmental affect actually help the earth as a whole?
Nope, if anything it made things worse as these other countries don't care about environmentalism... It did cut a bunch of jobs and industries here though...
