The position many government organizations and public officers have taken is to avoid using % or ratios to describe how deadly this virus really is. I would think that putting the numbers in a way as described above would allow more people to understand how serious this is and it would likely cause a panic.
I don't blame them - hate thinking about it that way.
When they use rates instead of % or ratios - most people can't figure it out (or relate to the scope/impact of the numbers)
