Not sure how you got to that conclusion ,but no ,it will have no effect on non restricted transport at this point. Restricted's will require a ATT to take anywhere other than an approved range in your province of residence. If you have the 12(9) class for the SAN and cz858 ,you can transport after getting an ATT from the CFO.
This is as it's proposed now ,the Committee may throw us a bone with allowing transport of Restricted's to a Gunsmith with out a temp. ATT.
Also ,I would be surprized if this doesn't Come into Force before Summer break for Parliament ,which should be around June 12th.
