That section refers to the Transfer of non restricted firearms, as in buying or selling a firearm will require phoning the CFC to verify both parties have a valid PAL ,then will be issued a Verification number ,which will have to be kept on file by both parties for 20 years.
Nothing to do with Transporting non restricted ,which will remain the same as current laws require.
