X2 on the sandpaper and vinegar. It hurts like hell, but you won't be getting blisters again from new boots.
The other I would try is "Cowboy up" How bad can it be? It's just a little blister.. It's not like an arrow in the eye. Sandpaper and vinegar doesn't work in that case.
