Hmm...when the COs don't show up, don't get after annoying campers, don't nail poachers, don't check for licences, don't have a presence in any of our streams, rivers, lakes and parks then the boards are full of complaints about them about how they are doing a lousy job. When they do show up, do get after annoying campers, check for licences and park fees then the boards get the usual "the big, bad COs harassed me.. wah, wah, wah".
