I don't know if it is illegal to rent someone's vehicle. I never posted anything that could imply that was what I was getting at. I was pointing out that it came down to liability, and it just sounded like you were trying to minimize your liability.
As for the insurance company suggesting you rent a private person's vehicle as you would not be liable for damages, I would be speculating on what they were saying. But given your assumption that I said it was illegal, perhaps you had misunderstanding with the insurance company.
