Some of the feral goats and pig hunts might be cheap. A 2 of each per day limit year round. You can use handguns for the pigs too.
A fellow I know went hunting the goats there and he enjoyed it. The goats have some pretty nice headgear too. Lots of climbing on rocky slopes.

As far as hunting birds on public or private lands when you are going in March it looks like you can only hunt spotted doves.
