I like the savage heavy barreled 22, with a bushnell elite 3200 3-9x40. Should come in well under the 600 and you will likely get one heck of a shooter. I have 3 savage rimfire's a 22 heavy barrel, 22mag plainjane and a 17hmr stainless heavy barrel. The 22's keep 10 shots under an inch (usually bout 1/2") at 50 yards and the 17 will keep 10 shots under an inch at 100 with no wind.
For a plinker it's hard to beat a 22, go to walmart and get a box of 500 for 22bucks and blaze away. I also have a rem 597 heavy barrel 22 and a 15 year old plastic rem semi auto 22...the more I use them the more I like a bolt...blasting a can rapid fire is fun, but after a 100 or so rounds they need to be taken apart and cleaned to prevent jams...
