The real consequence to this all though is if Twitter/Facebook was to be shutdown due to legal exposure of everything they host it would crush the Republican Party as it was one of the main reasons they won in 2016. The 2020 election would be a very different beast without social media. This EO might just bite him in the keister.
You make a good point however take a look at the net worth of these companies and people at the top who run these online platforms. They are in no way giving up such lucrative income.
They will either change the way they do things, conform to new rules, or cheat. One way or another they will still be there.
