They will either change the way they do things, conform to new rules, or cheat. One way or another they will still be there.

Agreed. No one in their right mind would leave that much money on the table, but if legal recourse is able to be implemented against the host for an individuals comments the amount of filters or disclaimers will essentially be the same thing probably.
