You are basically 95% on target. It really is a hook and bait.

The best set up for me- I find goes like this;

1) Single hook at the bottom (with your bait). Bait could be some dew worms, thread 2-3 giant juicy ones onto a sharp hook or you can use fresh minnows. Depending on the size of them use one or two. I hook them upside down or through the side so they flutter in the current.

2) 10"-18" above that a cork, small floater, spin-n-glow with stops on both sides (the position is determined by the current and the buoyancy of your bait at the bottom. If your bait floats (or you have a worm syringe to blow them up you can step this step).

3) A in-line sinker (use one with a swivel or bead chain so you don't twist up in the current) up about 12"-18" up from the cork/floatation. You will end up with a 4-5 foot long set up.

Cast if into a hole (I prefer to cast it a little upstream if possible/practical so it settles nicely).

Because you are casting a 4-5 foot whip it could tangle up so a nice lob is best if you don't have a boat to set it down nicely.
