Remember the classified waters only apply to Non res. If you live in BC you can fish whenever you want for no extra fee.
I think a lot of the non guided days are bought up by people with disposable income who say don't think twice about spending $500 to buy a months wort of days and fish when you can go or the river is fishing good.
They sell the days in two week blocks so I really don't think they have control over how many people fish the rivers on a given day. Only how many rod days are available for that period.
Last year on the Michel we bought a couple midweek days in July and August thinking it wouldn't be too bad. Never seen it so busy with non guided Alberta plate fisherman. You could hardly find an access spot. And if you did and walked up the river not very far you would run into someone.
