Those are the caddis larvae that he was referring to. They make a case out of reed stems or debris and poke their heads and legs out and crawl around in the weeds.

Insect larvae live in the water through the entire year. Dragonfly nymphs, damselfly nymphs, mayflies, caddis flies, mosquitos, chironomids... you name it.
