Problem Bears are another matter. If you can locate a land owner with bear problems you may get permission to hunt that, or any number of bears, on his land, with his permission. In that case you will not need a license and you will not be required to salvage the meat OR the hide. You may if you want, but it's not required.
Just for clarity sake, bear problems are typically, but not always, a late summer/fall thing. Your chances of finding someone with Bear problems in the spring, are not good.

Can you provide the source of this legal advice? Last I checked it was ilegal to waste the skin of a bear taken under the authority of a license. I might be missing an exception to that rule that I am not aware of.
