Just for clarity sake, bear problems are typically, but not always, a late summer/fall thing. Your chances of finding someone with Bear problems in the spring, are not good.
Can you provide the source of this legal advice? Last I checked it was ilegal to waste the skin of a bear taken under the authority of a license. I might be missing an exception to that rule that I am not aware of.
