Went there last year. No licence needed.
Fished the beach in the morning around the resort we where at. Saw some tarpon rolling, but they were to far away to reach with my fly rod. Hooked a few small Baracuda's. Walked the road to some bridges a few days. Lots of fish, but not interested in what I was doing.

One other guy at the resort fished for 2 weeks just around the resort and the bridges. He was catching some tarpon using some big top water lures.

Lots of mangroves around where I was at. I had intentions on taking a kayak out, but you could only have them for 2 hours even after I tried bribing, and didn't feel like it was the effort.
