This is a common theme with this government. Project goes to them for the rubber stamp, they stall on it, their stall shows as weakness, it draws attention, activists move in and force it into a mess. The govt are as responsible and should also be lumped in with the blockaders - they all should be tossed in jail to failing to follow the rule of law!
