Parker Hale Safari's were built on military actions with a thumb cut out and later on commercial actions without the thumb cut, that would be the Santa Barbara action.
The military action PH Safari's that I've seen are marked "Safari" or "Safari De Luxe" on the left side of the action in front of the thumb cut out. If Parker Hale welded and ground down the Mauser factory stamps which were usually on the top of the receiver ring to de-militarize the action then it's likely impossible to tell who built it since there were at least 4 plants producing the 98 rifles. If your rifle has scope mounts then the markings will be hidden below it "if" they still exist.
