As a property rights advocate I would agree with your statement.
The problem is that wildlife is owned by all citizens so yes a deer herd lives on a piece of deeded land but the landowner does not own them. A city backyard birdfeeder would be the same.
Toss in publically owned lease land where a rancher leases the grass but doesn't own the wildlife and you have another situation.
This is a complex question.
