The Ruger 1022, Remington 597, and Marlin 795 / 60. Are reliable Rimfire that won't break the bank. The 1022 can be easily modified to many configurations. Scopes as part of a package will get you started, however depending on your budget you may do better purchasing the rifle and scope separately.
Personally I'd stay away from. Savage and Mossberg semiautomatic 22s.
