Hard to say what to do with those tags
A lot of people have tied up decades of draw opportunities waiting to pull some of those sheep tags. On the other hand too, They have all still had the opportunity to hunt on a general tag when they were selected. So wiping them all clear and going to a lottery isn’t as big of a deal.
