This story should have been worded better. There were no carjackers, the plain clothes officers were mistaken for carjackers due to their actions and either:
1. Not identifying themselves properly when they swarmed the vehicle, or
2. Not identifying themselves at all, until after the damage was done.

This paragraph is the tell:

He was swarmed and boxed in, with no further information available, he reacted in a reasonable manner.
The surviving officers will not be charged with murder/ manslaughter, as they are uniformed professionals who can do no wrong.
