Wouldn't providing false or misleading information to obtain a Cites Permit fall under the Lacy Act? From my understanding that's instant no go to the US indefinitely for one and a huge fine.
Maybe my information is incorrect but a $575 slap on the wrist for brother number two doesn't add up at first glance..
