Can you live with a 22" barrel? If so, take a look at the Marlin XT-22TR blued, or the XT-22TSR stainless. Tube feed, bolt action with integral 3/8" dovetail as well as drilled and tapped for mounting regular bases.
Regarding the 3/8" dovetail: we've been running Burris steel bases on the Marlin Model 60's for years with success. IME avoid the aluminum bases for 3/8" dovetail, they slip.
In the used market: Cooey and Winchester both made tube feed bolt action rifles. I don't know if they were factory drilled and tapped or with 3/8" dovetails?
