The shinny material in the lower corner is lead sheeting.
I cut it into very narrow strips then wrap the hook with it usually in a tapered fashion from back to front. This adds weight to help sink the hook when fished. It should be noted that this is usually not required if you are wrapping the hook with wire as extra weight is not required.
I only do it his when making my "worm" out of rubber glove material. There is very little weight to this hook without a lead underbody.
BTW I caught several fish with this hook last season. A horizontal presentation fished slow at about the 6 or 7 foot level in 8 to 10 feet of water worked well.
