Head to one of the LARGE grocery stores near you. They can more than supply you with shrink wrap for your target. Our local store keeps our club's outdoor range "happy" with plenty to spare.

while shrink wrap works well... its a pain in the ***** to keep rubbing off the excess plastic off your arrows especially carbons the friction bettween the arrow and shrink wrap produces enough heat to begin melting the wrap to arrow.. and using extensive amounts of the wrap in the bag also makes harder arrow removal.

Rags work but they can soak up water and get heavy as well as freeze. Plastic bags work well, just raid your local recycle station. The absolute best that I've seen was window screen material, stops arrows dead and they pull out very easily.
