When the water warms, they should be in the shallows in bays where there is weeds and cover. Then using a small spoon and casting or a bobber and worm, maggot or bug (maybe a fly) should work well. That's the easiest IMO and you can fish from the shore. Else, 20-28 FOW on a drop off with a small jig and small minnow or worm, meal worm, maggots and jig off bottom. Can be tough to to in that depth with wind...And yes they love transitions, finding soft to hard transitions like said above is key.
Although if you just starting out, try from shore with small five of diamonds or red/white spoon if he can cast or a bobber and small hook if he can't.
