50 mph is awfully fast for a boat, very few fishing boats can come close to that. But it could happen I suppose.
Since propane bottles can be returned for exchange I find it unlikely that anyone would throw one away, unless they had stolen it and were afraid of getting caught.
Not many boats come equipped with propane appliances so I suspect it got dropped off a bridge or rolled into the water at a cottage or camp ground.
One other thing I wonder about. If it were empty it should float High and show up for a long ways so I'm thinking for it to be the hazard the OP thinks it is it must have been at least half full.
That would make it even less likely someone would toss it in a lake.
