If F&W can't identify a red-tailed hawk from a specimen in hand then we certainly have a problem. Maybe you should go back to the office and tell him to get his bird book out and look in it once in a while. If he can only tell you it is a hawk (there are more than one type out there) he (or she I suppose) needs to brush up. And you need to calm down.
The owl looks like a great horned to me.
A boreal owl looks alot like a northern hawk owl but is smaller and has a different striping pattern on the chest.
