Wrong on both counts!
I am reading it properly. Look up the definition of except!
Sticklebacks are legal to use and the only legal one you mentioned in your post.
Carp, goldfish and the western silvery minnow are not!
OK. Will spell it out.
Bait fish exceptions are: Carp. Goldfish. Western silvery minnow. Hint-you cannot use them for bait.
So by your reasoning, as well as AdverseCity's, Carp are smelts or herring?
Also note Herring and Smelt are "saltwater families" and specified. Not Carp etc. If it doesnt fall in one category(bait fish) doesnt automatically put it in with Smelt and Herring!
Have you noticed another invasive species being made illegal to use as bait?
Crayfish.

Bc has them as well, some chub and Tench as well.
Didn't miss any posts, and what you quoted has nothing to do with carp.

I hope your right. It was one of the most discusting sights I have ever seen when I was with ASRD and fisheries watching them net these prusion carp,there was litteratly 8-10 thousand o em in one big bunch bunched up in the structure that they were trying to get past.
This pic is the biggest age class of carp and there were 3 diffrent sizes of age classes there but fisheries couldn't tell me the actual age cycle to size or age,in my opinion it is all new to them and they didn't no a whole bunch about the prusion carp last spring.

jeprli, look up(google) Western Silvery minnow Alberta. It will give you another hint about the bait fish. Good luck and good fishin.

I am thinkin they really don't no it's discretion on who ever you talk to.but last year 2013 I was told by the brooks CO and fisheries bio good to go and now 2014 Mabey they have discussed this issue ,fisheries is who told me this week,absolutely not a chance just reading between the lines here with not looking to get a ticket or take the chance,like I say get ater so you can formulate your own opinion

jeprli - The western silvery minnow is restricted to a very small portion of Southern Alberta. It is considered to be At Risk/May be At Risk(I am not sure of the current status). But that is the reason it is on the except list. Making it illegal to use as bait.
Goldfish and Carp are also on that list. While these species are not at risk(there are other reasons), they are not to be used as bait either.
Hope that clears it up for you.
Wayne was right twice in this thread.
My last post on this. (if you dont count the edits- mods can I get an open ended edit? )
edit: As to CO's stating it is ok, they were mistaken. Its right in the regs!
You can and should get a ticket if you use carp for bait!

I never questioned Waynes knowledge.
I'm just not very clear on the whole carp thing, that's all.
No worries Coulee, I used them once out of curiosity and don't really plan on using bait to catch fish ever again. Not trying to defend myself here but that's the truth.
I'll post back on what I get for an answer from office. Will also ask why they don't add some sort of info in the regs about this invader. Raise the awareness perhaps.

edit: jep, I am just trying to help u see the regs.
It is already in the regs, but maybe they will add carp (prussian carp) in a more in depth section to the regs in the future(they did with crayfish).
I would think they will add a better section on invasive species too.

Here is one that isn't as large as the last one that was posted. I caught this one on a pickerel rig baited with a worm. I had caught dozens of them that day but this one was cool because I caught a perch on the top hook and a carp on the bottom hook in one cast.

Carp in NS
Many many moons ago as a kid we would catch carp under the out falls and the power plant across from hermatige park, I would guess to be 8 and 10 lbs. 1970's
