And I will repeat, NO non-res should have more opportunity for a species than a resident.

For the last time. Does Alberta make more money from someone dropping 15k to shoot a mulie buck or someone who drops a hundred bucks to take that same buck? As stated, I would love the opportunity.

Yes, much better. makes for easier math.
But I just picked a random outfitter. His price list says $6500 for a 6 day mule deer hunt. So add a night on each end for hotel stays and a night in the bar, a few meals and he's gone. So, $7500 is closer.
Now gas for scouting. Gas for hunting. Mechanic bills. Horse care year round. Hunting equipment that I buy in Alberta etc. would add up to much over $1000.
So there is not much difference in the input to the Alberta economy.
Mine goes directly to the Alberta economy. How much of the Outfitters goes to a Mexican holiday?

If that Alberta resident lives in Alberta year round, and spends a good part of his wage in Alberta, then he probably contributes more than $15000 to the Alberta economy every year, be it while hunting trips or on his day to day living. And just how many non residents spend $15,000 to hunt mule deer for a weekr? I googled several Alberta mule deer hunts, and the average price ranged from $4500 to $6500 US or $6000 to $9000 CAN. The outfitters supply meals an accommodations, and hunt expenses, so I am not believing that the average non resident hunter is spending an additional $6000 to $9000 while he is in Alberta for a week. If his hunt is based out of a town or city, he may spend some move in bars or buying souvenirs, but $6000 to $9000 is quite a stretch. If a non resident hunter is in a wilderness camp, he has nowhere to spend his money while he is in camp.

No but bought a tuck and trailers and quads and other equipment etc. etc etc. just to go hunting.

Who cares how much he spends to kill a single mule deer, he supports the Alberta economy year round. He pays the taxes that maintain our schools, and our health care system, and our roads and his taxes pay for wildlife management in Alberta. He supports our Alberta businesses year round, which keeps many families fed and housed all year. There are over 123,000 Alberta resident hunters, that combined contribute a great deal more to the Alberta economy than the non resident hunters ever will. As such, the Alberta residents should be given first priority to our wildlife resources.

If I get a antlered mule tag in my chosen wmu every year, I will guarantee I will put 15000 into Alberta's economy every year.

Even if Joe resident doesn't get to shoot that mulie buck, he will still be paying into all those things you've mentioned. So in reality, all emotions aside, Alberta benifits more from the American. Don't get me wrong. I think the residents should have priority, but economically Alberta as a whole benifits more for allowing frank American to come drop 10k.
