I'll beg to differ on you 'speed doesn't kill' comment.
This came up when they were introducing the reduced school zone speeds in Edmonton a couple of years ago.
A pedestrian has a 70 percent chance of being hit by a vehicle doing 30km/h. This drops to 20 percent if the vehicle is doing 60km/h.
In some instances, speed most definitely kills.
